Bill of lading (BOL)

Bill of lading: A bill of lading (BOL) is the shipping document that describes the freight, names the shipper and receiver, and serves as the carrier's receipt for the goods. For-hire interstate carriers must issue a receipt or bill of lading for property they transport. Signed at delivery, it becomes the proof of delivery.

What the rule requires

Under 49 CFR 373.101, a for-hire motor carrier must issue a receipt or bill of lading for property it transports in interstate commerce, showing at least: the names of the consignor (shipper) and consignee (receiver), the origin and destination, the number of packages, a description of the freight, and its weight, volume or measurement when that matters for the rate.

In practice, the shipper usually prepares the BOL and the driver signs it at pickup.

Signing it right

  • Count what you can. If you couldn't watch the loading, write "shipper load and count" (SLC) before you sign.
  • Note damage or shortages on the BOL before signing, not afterward.
  • Write the seal number, and don't break a seal without the broker's okay.
  • Get times in and out for detention claims.
  • Keep a photo of every page you sign.

Is a bill of lading the same as a rate confirmation?

No. The BOL is between the shipper, carrier and receiver, and describes the freight. The rate confirmation is between you and the broker, and sets your pay and terms.

What happens to the BOL at delivery?

The receiver signs it, noting any damage or shortage. That signed copy is your proof of delivery, which brokers and factoring companies need before they pay.

Do I need the BOL in my carrier packet?

No. A BOL belongs to each shipment. The carrier packet holds your company documents.
